Define circuit root parameter in fusebox.xml

Description

For auto discovery it should be possible to define the root for placing circuits.

For example I should be able to define that all my circuits go in a folder called '/circuits'

This should be in the FUSEBOX_PARAMETERS struct to override the xml parameters.

That would allow people to set up site versions and publish from one folder to the other when changes to files are approved; among many other uses of course.

It may be worth considering being able to define the three separate MVC folder roots so it is easier to organise. So the view circuits can be shared and lock designers into one folder easily for example.

Thinking about this some more, I don't believe this is needed. You can already set the FUSEBOX_APPLICATION_PATH to specify where your "application" lives - the non-index.cfm / non-Application.cf[cm] part - and that is where the circuits should be, by definition.

I'm going to defer this to 5.6 to get feedback from real-world use of the auto-discovery feature.
