Fusebox.dtd requires all top level items for validation

Description

In order to validate, all subelements of the fusebox are required. (circuits, classes, lexicons, parameters, globalfuseactions, plugins). At the least, classes and lexicons should be noted as zero or one. (circuits, classes?, lexicons?, parameters, globalfuseactions, plugins) to allow those who do not need those items to validate.
