Do I need to have a circuit.xml.cfm file in the root folder of my FB4 application?

No, not unless you want to use the root folder as a circuit. Only folders you have set up as circuits in fusebox.xml.cfm need to contain a circuit.xml.cfm file. You can also use implicit circuits which allow a directory set up in fusebox.xml.cfm to be defined as an implicit circuit. In that case it does not have a circuit.xml.cfm file but other circuits use the fuses located in that directory by using the circuit="circuit_name" attribute on the <include> tag.
